对于这些说辞，我总是觉得，笼统的用地域来概括人的特性，非常懒惰也很不公平，但是关于精明这点倒是可以讨论。精明说到底就是对于自己的权益相当的计较，如果换个角度，其实这不但算不上缺点，还是一个公民社会需要的基本特性。如果对于自己的权利不在乎，不去据理力争的话，又如何谈得上其他？而要保护自己的权益，很多时候人会显得相当的琐碎，但是其实，能够琐碎，是需要坚持和勇气的。
当然，这只是作为一个公民承担起责任和义务的第一步，在保护自己权益的同时，如果能够关心他人的权益，明白这样做其实也是在为自己，那末公民意识又提高了一步。上个周末的上海，居住在上海的人们，还有来自全国各地的民众，用鲜花，用沉默，用音乐，正是展现了这一点。
还记得菲律宾人质事件之后，香港的那个星期天下午吗？差不多十万名香港民众从铜锣湾的维多利亚公园出发，沿途没有喧嚣，用沉默寄托对死伤者的哀思，也用沉默，要求菲律宾政府进行公正调查，还死者一个公道。同样的，在上海，透过那片花海，反映的也是这样的心声：愿逝者一路走好，要求政府进行全面公正的调查，让死者走得安心，也让生者，能够生活在一个安全的城市里面。
民众的要求一点都不高，让民众有一个安全的生活环境，本身就是政府的责任。也因为这样，政府需要做的，是釐清真相，找出不足，提出可行的建议，防患于未燃。
如果在悲剧发生之后，即便有人因此而引咎辞职，即便有人因此而负上了刑事责任，但是一直存在的安全隐患，程序上的不足，或者其它的缺陷并没有得到清除和纠正，甚至都没有花时间去找寻出来的话，那所谓的问责，也只不过是停留在表面的形式，非但没有引以为鉴，反而会让大家，对以后的悲剧产生麻木感，因为在经历了悲伤，愤怒，不满，议论之后，很容易最终在不知不觉当中，接受一次次的不了了之。
作为一个公民，这个时候，需要的是一种计较的精神，因为这样会产生勇气和坚持，去监督政府完成应该做的工作。对于民众来说，表达悲伤还有同情，只是一种情绪，或许可以向政府施加无形的压力，但是最终要看到改变，需要不懈的努力去争取。而这种努力，沉默已经是不足够了，要有公民理性的表达和行动，让政府明白，必须要去做点什麽，要做好，而不是敷衍了事。
胶州路上的鲜花，展现了对生命的尊重，对尊严的坚持，让大家看到了生活在上海这座城市里面的人们的公民精神，但是这只是刚刚开始，因为大家最终还是要看到，上海的这场悲剧，能够换来改变，让城市变真正安全和美好。
